January 24th - 2013 Regular Legislative Session Day 11

I stated the day with a Local Government Committee meeting where we heard four bills. House Bill 1074 extends the timeline to allow approval of a final plat (subdivision) application. House Bill 1090 would increase the monetary limit for construction of a dock in fresh water. House Bill 1104 provides jurisdictions to charge fees to recover costs associated with upfront SEPA review. House Bill 1158 would allow the Adjunct General to petition a city for annexation of land used for military purposes. I have concerns with HB 1104 and will be working on amending the bill to address those issues.

We took Executive Action on three bills, House Bills 1013, 1039 and 1074.

I’m in the Government Operations and Elections Committee now and we’re hearing testimony on House Bill 1102 to modify ballot processing provisions to allow County Auditors to count ballots up to midnight on election night. I really can’t believe we have to pass a law to allow this … Can’t a locally elected Auditor choose to do this? We’re also hearing House Bill 1103 concerning uniform ballot design, House Bill 1093 which would prohibit certain types of state agency lobbying activities and House Bill 1195 which repeals some provisions relating to filling unexpired terms.

Here’s a great little"Did you know” … over $4.6 million worth of taxpayer funded lobbying was not reported by public agencies between 2000 and 2009. In 2009 alone, more than $6 million was spent by public agencies for lobbying activities. Is this really an appropriate use of taxpayer funds? I don’t think so.
