March 21st - 2013 Regular Legislative Session Day 67

My day started with a Local Government Committee Hearing where we’re taking testimony on four bills and may take Executive Action on five bills. Senate Bill 5417 increases the maximum amount of territory that can be annexed by a code city through legislative action under a specific annexation method from 100 acres to 175 acres and removes certain restrictions on a code city's authority to annex unincorporated "islands" of territory.

Substitute Senate Bill 5494 requires existing residential buildings to be equipped with carbon monoxide alarms by July 1, 2014.

Engrossed Substitute Senate Bill 5656 requires cities that impose a business and occupation (B&O) tax to issue and provide for the renewal of their general business licenses through the web-based Business Licensing Service or "System" (BLS) of the Department of Revenue (DOR) or a city developed portal by July 1, 2016; requires cities that require general business licenses and that do not impose a B&O tax to issue and provide for the renewal of their business licenses through the BLS or a city-developed portal by January 1, 2019; and authorizes delays or phasing-in of the city requirements beyond the July 1, 2016, and January 1, 2019, dates if funding or other resources are insufficient to meet the deadlines or in accordance with other provisions.

Senate Bill 5824 makes numerous changes to provisions governing local improvement districts (LIDs) created by irrigation districts, including: (1) specifying that LID bonds do not constitute a general indebtedness against the issuing irrigation district; (2) authorizing LIDs to be comprised of non-contiguous territory and formed in a neighboring irrigation district; (3) establishing provisions governing what "improvement costs" in an LID must include; and (4) removing an exemptions allowing farm, agricultural, and timber lands to be exempt from special benefit assessments of LIDs within irrigation districts.
