We’re debating House Rules today on the House Floor. The Republican Caucus has put forth four new rules for consideration and debate. It looks like the Democrats have decided to let a couple of their members off the hook. If you live in the 17th or 31st, you might want to ask where your Democrat Representative was today.
The first proposed rule is to require 2/3 vote to pass taxes, as required under Initiative 1185. The voters passed Initiative 1185 by approximately 65% across the state. The House Republicans firmly believe the requirement should be included in the House Rules; unfortunately, the Democrats don’t agree and the proposed rule failed 41-52.
The second proposed rule is to require the adoption of an Education Budget before any other spending occurs. The Washington State Constitution declares education is the paramount duty and the House Republicans agree. Unfortunately, the Democrats don’t and the proposed rule failed 41-52.
The third proposed rule is to allow each Representative to have one bill that receives a House Committee hearing. We all represent approximately 137,000 people and we believe each member should be afforded a hearing on a bill important to the member and the people they represent. The Democrats don’t agree and the proposed rule failed 51-42
The last proposed rule is to prioritize citizen testimony in House Committee hearings over agency personnel and lobbyists. This is the people’s house and their testimony should be given the priority. Amazingly, the Democrats agree and the proposed rule passed 93-0.
