February 11th - 2013 Regular Legislative Session Day 29

In the Appropriations Committee Meeting today, we’re hearing four bills. House Bill 1398 redirects temporarily a portion of lottery proceeds to the Fair Fund and the Washington State Horse Racing Commission Operating Account.

House Bill 1565 adds the Prescription Monitoring Program (PMP) to the allowable uses of Medicaid Fraud Penalty Account (Account) funds and requires that the PMP be funded entirely from the Account aside from voluntary contributions from private individuals and corporations.

House Bill 1587 clarifies that the Health Care Authority (HCA) may direct an employing state agency to make benefit eligibility determinations; clarifies HCA benefit eligibility for part-time and seasonal employees and registered domestic partners; provides a definition for"provider group” among entities that may participate in HCA insurance programs; provides coverage in HCA benefit plans for dependents up to age 26 in
conformance with the federal Affordable Care Act; and provides eligibility in HCA-administered Medicare supplemental insurance policies to state registered domestic partners of emergency service personnel killed in the line of duty.

House Bill 1635 removes some requirements for calculating payments under the Low-Income Disproportionate Share Hospital (DSH) program; requires the Health Care Authority (HCA) to comply with federal laws regarding the Low-Income DSH program; removes the requirement that the Legislature appropriate funds specifically for the Low-Income DSH program; Eliminates provisions requiring the HCA to maintain a Medical Indigency DSH program and state-only hospital grants; requires the HCA to keep expenditures on DSH payments within the federal DSH allotment; and authorizes the HCA to create DSH payment mechanisms in addition to the low income component if sufficient funds are specifically appropriated for that purpose.
