In the Local Government Committee meeting today, we’re hearing three bills. House Bill 1224 allows a county that elected to fully plan under the Growth Management Act (GMA), to remove itself and its cities from the obligation to fully plan under the GMA if the county has 20,000 or fewer inhabitants and other requirements are satisfied; expires the removal authority (opt-out) on December 31, 2014; bars a county that has adopted a removal resolution from re-electing to plan under the GMA for at least 10 years from the date of adoption of the removal resolution; and requires a county that has adopted a removal resolution to adopt development regulations to assure the conservation of designation agricultural, forest, and mineral resource lands. This is a good bill and a first step in providing other jurisdictions the opportunity to end their planning under the GMA. Of course, Futurewise is already messing with the bill and has sent us language for an amendment that completely undermines the intent of the bill. Please contact your Representatives and ask them to oppose the proposed amendment to HB 1224 and move the bill out of committee without an amendment.
House Bill 1368 deletes requirements obligating the State Treasurer to make quarterly transfers of $2.5 million from the Liquor Excise Tax Fund to the State General Fund, thus resulting in additional moneys being transferred to counties, cities, and towns and establishes a new distribution formula for moneys in the Liquor Revolving Fund.
House Bill 1512 establishes and clarifies the authority of water purveyors to supply fire suppression water facilities and services for cities, towns, and counties, and to recover the costs of providing those facilities and services and provides liability protections for purveyors supplying fire suppression water facilities and services.
We may consider several bills for Executive Action on several bills today as well.

January 18th - 2013 Regular Legislative Session Day 5
The Local Government Committee meeting on the Growth Management Act went very, very well. We had 19 members of the public testify and 17 of them testified about the serious problems associated with the Growth Management Act. Some mentioned specific examples of government taking property rights, others discussed the impact regulations have had on businesses and others spoke about the links to international laws and policies. The testimony was spot on and impactful. I had an opportunity to speak with several of the folks in attendance and thanked them for speaking up.
Its days like today that give me hope and remind me that people support freedom and liberty throughout Washington State.

January 18th - 2013 Regular Legislative Session Day 5
The first week of the 2013 Washington Legislative Session is almost over and I’m looking forward to the weekend. Although I have a lot of work to do and will be working tomorrow, I do get to see Molly. I’ll be speaking at the 2nd Amendment Rally here in Olympia Saturday afternoon as well. I look forward to seeing everyone there.
I’m headed over the House Floor for Caucus and possible Floor action. I don’t expect there to be a lot of excitement today, but if something breaks I’ll be sure to post it here. The Local Government Committee is holding a Growth Management Workshop today at 1:30 in House Hearing Room D. If you live in the Olympia area, please come and share how your property rights have been damaged by the GMA.

Now that I’m back from Olympia and getting into the groove of regular life, I decided it was time to send out a post. Here goes ...
Molly called me this morning and said she just bought unleaded fuel for $4.27 a gallon. Folks, this is not by accident, it is designed specifically to make people more dependent on government. Look at it this way ... if fuel is expensive, people begin to look for cheaper alternatives and public transit is one of those alternatives. Who runs public transit ... government. The Growth Management Act is specifically designed to MAKE people live in cities, where government has greater control over their lives. Ever heard of Agenda 21 or Smart Growth? Washington’s version is the Growth Management Act and its implementation deprives people of life and property each and every day around the state. Every year in Olympia, we see bills specifically designed to"encourage” people to use transit. There are even bills to require transit be designed into private development, yet the majority in Olympia will fight to ensure regulatory schemes are in place to discourage any development ever occur. Their solution ... TAX. Tax the people, tax businesses, tax fuel, tax food, tax, tax tax.
People wake up. We still have time to put this state and nation on the right path. Start asking questions and make people accountable for their responses. No longer accept status quo, demand reform, demand a future for our children. If not now WHEN and if not us WHO!
Two of my favorite quotes ...
"Important principles, may and must be inflexible.” Abraham Lincoln
When asked what is strategy was to win the Cold War, Ronald Reagan said,"We win, they lose.”
We must all adopt these quotes and let them drive how we approach politics in Washington and the United States. We must be vigilant in our stand against tyranny, unwavering on important principles and simply win the fight we are engaged in.

Good news here, Ruger (our Black Lab pup) is finally getting over is bout with Parvo. I worked him with three tennis balls the other night for blind retrieving and he did spectacular. Time to get him back on the pheasant scent and tracking birds through brush. I'm pretty anxious to get him working some real birds this fall.
Playing Mr. Mom (or taxi cab driver) all week. Today is the last day of volleyball "two-a-days" for Tiffany ... nothing like an 8:00 AM and 3:00 PM practice to totally interfere with getting things done during the day. Seems like every time I get something started it's time to leave the house again. I've been taking Tessa to soccer practice too, so add that in as well. Monday, Tuesday and Wednesday ... 8:00 AM drop off Tiffany, 9:00 AM drop off Tessa, 10:00 AM Pick up Tiffany, 11:00 AM pick up Tessa, 3:00 PM drop off Tiffany. Down to single practices tomorrow ... can't wait.
It looks like the next couple of months could be fairly busy with constituent meetings, committee meetings and a possible Special Session. Back in July, it was reported the state is down to 6 to 8 weeks of cash left. That, coupled with what could be a terrible September revenue forecast, couple mean a very ugly fall in Washington.
Now is the time to start focusing on real job growth, real economic development and real fiscal sanity. I spoke to a builder yesterday who summed it up quite well. "Want economic development and job growth, get the government out of my way." Amen to that!

We have about 2 hours worth of hay to finish and we're finally done. I'm hauling a cow/calf pair down to Prosser later this morning after a radio interview with a Spokane station with my good friend Rep. Matt Shea. I had a really nice weekend with the family and got to play some softball in the Shark in the Park tournament in Yakima.
The radio interview dealt with land use, growth management and coordination. I discussed how citizens and local government can take back control from state and federal agencies using Coordination. There's a 10th Amendment/Coordination workshop in Seattle on August 12th and 13th. Anyone interested should contact Trademark America (www.trademarkamerica.org) and plan on attending the workshop.
Well off to work for the day.
