April 26th - 2013 Regular Legislative Session Day 103

It’s Friday in Olympia and we have three days of Regular Session left. It is physically impossible to end the session on time, so Special Session will start Monday or shortly thereafter. As I’ve mentioned several times, this session has been very, very different and it has only gotten stranger over the past several days. We didn’t work last Friday, Saturday or Sunday (strange) and have been done around 4:00 PM every day this week. Typically, we’re running until 10:00 or 11:00 PM this time of year. The Democrat Majority is doing everything they can to make a show of acting busy … folks, we are not busy and they are wasting time and taxpayers money pretending to be. To top it all off, yesterday the Senate announced they were done and it was time for the Democrat Majority in the House to get their act together … the House Democrats response, gavel the day to an end. Ugh! I wonder if Olympia is nice in July.

On the House Floor today, we voted on four bills. House Bill 1331 permits a student association at public baccalaureate to form a student advisory committee to advise the administration at that institution on issues that affect student access and success, such as tuition and fee levels; requires administrators at higher education institutions to make information available to the student advisory committee and allow the committee to present recommendations; and requires the student advisory committee to solicit feedback from students and keep students informed of their meetings. The bill passed 95-1 with 1 excused and 1 absent.

House Bill 1014 names the state legal holiday on the Friday immediately following Thanksgiving as "Native American Heritage Day." The bill passed 93-4 with 1 excused.

House Bill 1277 authorizes federally recognized tribes to acquire a conservation easement. The bill passed 75-2 with 1 excused.

House Bill 1319 recognizes March 30 as Welcome Home Vietnam Veterans Day and requires that the National League of Families' POW/MIA flag be flown by public entities on that date. The bill passed 97-0 with 1 excused.

2012 Regular Legislative Session Sine Die cont.

We're on the House Floor debating the Senate's Operating Budget. We just proposed an amendment to not delay payments to public schools. The amendment failed 55-43 with only one Democrat voting with us. We’re debating a few more amendments and then on to debate on final passage.

The Democrats are banking on a delayed payment to public schools, which actually pushes the payment into a completely different biennium. I just finished my comments on the Supplemental Budget and immediately got a text from a friend back home telling me I did a good job with my comments.

There it is, the bipartisan vote here tonight was a no vote on the Supplemental Budget.

2011 Legislative Session

Day 93 - Another day on the House Floor to run a few bills. Today is another House cut-off, which means we should have a fairly early evening. It sounds like the Democrat Majority only has 4 or 5 bills to run today, which explains why we needed to be here at 10:00 am and have yet to take a single vote.

Other headlines ... It seems the Democrat Majority didn't understand what the Taxpayers said last November ... NO NEW TAXES! Forty-eight Democrats signed onto a bill to end $170 million in tax exemptions or "loop-holes" as they like to call them. Unfortunately, these aren't tax exemptions or loop-holes, they are tax incentives and ending them is a tax increase. Thankfully Initiative 1053 passed last November which means eliminating any tax incentives will require a 2/3 vote. According to various Democrat quotes in the news "there is an interest in a revenue bill". Maybe interest from various unions, but no interest from the general public. With 9 Democrat freshmen signed onto the bill, the future for Washington State is clearly on display if they remain in charge.

In other news ... Although it didn't get much press, the Democrat Majority has introduced several "Title Only" bills. Title only bills are just that, Title Only which means the Democrats can put any amendment on it they want to. Gotta love the transparency with these guys.

And finally ... About the only thing that can be said about the Democrat's budget and their revenue proposals is these are yet another shining example of failed leadership and no prioritized spending.
