My first meeting of the day was in the Local Government Committee where we’re hearing testimony on four bills. House Bill 1595 grants the powers of initiative and referendum to all counties that are not home rule charter counties, and requires the legislative authorities of such counties to establish petition forms and procedures for circulating petitions; establishes requirements for proposing initiative and referendum measures, verifying petition signatures, and submitting petitions to voters of the county; and authorizes county legislative authorities to submit proposed and enacted ordinances to the voters of the county for approval or rejection.

House Bill 2296 provides that, for purposes of determining the sufficiency of petitions submitted to a city or town, duplicate signatures on the petition, if otherwise valid, must be counted once, rather than stricken.

House Bill 2278 authorizes all fire districts, rather than only fire districts in qualifying rural areas, to enter into contracts with a contiguous city for the furnishing of ambulance services by the city to the district.

House Bill 2297 Expands the definition of "public facilities" as defined in provisions governing the local sales and use tax to include roadway, traffic, and way-finding signage.

My first committee meeting today is in the Local Government Committee where we’re receiving testimony on HB 2170 which authorizes water-sewer districts that had annual operating budgets in each of the preceding three years, either between $250,000 and $5 million, or of $5 million or more, to adopt a policy to issue their own warrants for payments of claims and other obligations of the district. We may also take executive action on several bills we already heard this week.

Today looks to be a very busy day for me. After a couple of meetings, a radio interview and a committee meeting this morning, I’ve got several more meetings and interviews this afternoon. Day 4 of the 2014 Legislative Session feels more like day 40.

My final meeting of the day is in the Appropriations Subcommittee on General Government and Information Technology where we’re getting briefed on the State Data Center Business Plan, Information Technology priority ranking, technology funding needs for the judicial branch, and the Attorney General’s Office pilot project for personal computer acquisition and replacement.

Generally speaking, the Appropriations Committee and the various sub-committees spend the first couple meetings getting briefed on agency requests, program updates and reports on legislative directives

The 2014 Legislative Session has officially began and the first bill considered this session was Engrossed Substitute House Bill 1817 ... the Washington State Dream Act. This bill was pulled to the Floor for consideration without any hearing, debate or public discussion in this year's session. The bill passed 70 to 23 with 2 Excused from voting.

What a way to start the 2014 Session. In the six Opening Days of Regular Session I have been a part of, I don't recall EVER voting on a bill the first day. This year is much, much different as the House of Representatives will be voting on the Dream Act today. No public notice, no public debate and no public input. I don't believe having hearings on the bill a year ago mitigates the need to provide the public an opportunity to participate in the process of passing new laws.

Let the political games begin.

The 2014 Legislative Session begins today at noon, but we have a Caucus meeting at 10:00 AM to discuss issues we anticipate being big this session. I've got two committee hearings this afternoon and will be posting bill numbers and summaries again this year.

June 13th and 14th - 2013 Second Special Legislative Session Days 2 and 3

Welcome to the Second Special Legislative Session of 2013, where some things never change. We started the day and spent the next 2 hours waiting for the Democrat Majority to decide what they want to do. The first bill we ran was House Bill 2075, which was yet another Estate Tax (Death Tax) bill that passed 53 to 33 with 11 excused. This is the third time we voted on a version of the Death Tax bill this year.

After running the bill the Death Tax bill went to ease and we were told to be back at 2:00 PM. At 4:30 PM we remained at ease and were told to be on the floor at 6:00 PM, only to sit around until 11:20 PM without doing anything.

We finally ran a bill, Senate Bill 5296, to reform the Model Toxics Control Account (MTCA) which has the potential to be a huge economic development tool for local jurisdictions. It only took 137 days in session, but we passed a great"jobs” bill. The bill passed 67 to 18 with 12 excused. All the no votes were Democrats.

We adjourned at midnight. Let’s recap today’s busy day on the House Floor … 15 hours, 2 bills.

June 11th - 2013 First Special Legislative Session Day 30

At 3:30 today the First Special Session of the 2013 Legislature came to a close. I say "first" because we start the Second Special Sessional tomorrow at 10:00 AM with a Pro Forma Session and expect the first actual votes to happen on Thursday, Day 2 of the Second Special Session. Here's a summary of what a 30-day Special Session looks like ... 4 days with the House in Session, a total of 12 bills voted on, 10 of which occured on one day.

January 29th - 2013 Regular Legislative Session Day 16

It’s been a really busy day … after having several meetings with constituents, I’m in the Local Government Committee where we’re hearing three bills. House Bill 1217 supposedly strengthening the integrity, fairness and equity in Washington’s property assessment system. The bill would require people who challenge their property valuation of commercial property to submit pertinent information 30 days prior to the hearing.

House Bill 1239 grants water-sewer districts the authority to exclusively exercise powers that cities and towns have pertaining to permitting, design, construction, inspection, and approval of facilities that are critical infrastructure for the functions of water works and systems of sewerage and drainage. House bill 1241 authorizes water-sewer districts, in addition to cities and towns, to fix and determine the amount of a public works contractor's surety bond and to whom the bond shall run.

Following this committee meeting I have a 3:30 Appropriations Committee meeting to get further briefed on the Governor’s proposed budget.

January 17th - 2013 Regular Legislative Session Day 4

The 2013 Legislative Session is now four days old and there is very little moving along the process. It's been a strange year in relation to my previous three sessions. Maybe it’s all the pomp and circumstance over the past three days, but the session feels different none the less.

I will be speaking at the 2nd Amendment Rally here in Olympia on Saturday. I hope to see a lot of people from Yakima there in support of our 2nd Amendment Rights.

I’ll be posting today’s Introduction Sheet later today. My goal is to keep people informed as to the bills being considered by the Legislature. We will need people in Olympia throughout the year to help fight to keep our freedoms and liberty intact.

Stay tuned, it's going to be a long session.

January 15th - 2013 Regular Legislative Session Day 2

Governor Gregoire’s final State of the State Address really didn’t include much in the way of good news for the people of Washington. Let me see if I can translate and condense her speech today … we’ve spent a lot of money over the last eight years, revenue is expected to increase by $2.0 billion, the proposed Operating Budget is 7% larger than the previous biennium, and we need higher taxes.

January 14, 2012 - 2013 Regular Legislative Session Day 1

After starting the morning with Reps Matt Shea and Jason Overstreet on KIT, I was able to finalize several bills for introduction.
