On the House Floor today, we’ll be running approximately 15 bills on the Suspension Calendar. The Suspension Calendar is reserved for those bills which pass the committee unanimously AND approved by the Chair and Ranking Member for placement on the Suspension Calendar. That doesn’t necessarily mean the vote on the House Floor will be unanimous.

Hello friends, it’s been a busy couple of weeks and things are likely to get busier the rest of the month. We rode in the Sunshine Days Parade Saturday in Sunnyside and saw a lot of our supporters. During a conversation with one of them, I was asked about the Governor’s race and who I was supporting. I have to admit that I was a little surprised by the question, but I responded that I will be voting for Rob McKenna and will work very hard to make sure Jay Inslee does not win. If you think things in Olympia are bad now, Jay Inslee would make it all worse.
With that said, I’d like to suggest that the Governor’s race is not the most critical race we’re watching. While the governor does hire agency directors and set policy, which can impact people’s lives, liberty and property, the governor doesn’t make laws, the governor doesn’t decide how much money to spend or where to spend it and the governor doesn’t pass new taxes. If you want to get Washington back on the right track, it’s much more important that we have a majority in the House of Representatives than any one person in the Governor’s Mansion. We need to pick up eight seats and we have a great group of people running across the state. Take a look right here hroc.us/2012-candidates.
If you want to make a difference, pick one or two of these fine individuals and help them. Doorbell, phone bank, contribute, do something to help them win in November. If not now, when? If not us, who? With your help, we can get Washington working again.

2012 Regular Legislative Session Day 40
Another day and more committee meetings ... My day started with an 8:00 AM Labor and Workforce Development Committee meeting. There are a couple of really bad bills on the agenda today like SB 6486 which grants collective bargaining rights for postdoctoral and clinical employees at UW and WSU ... god heavens, seriously? We need less not more collective bargaining in Washington State. At least there’s one good bill on the agenda, SB 6392 which expands a farm internship program.
We have a Floor Session scheduled this morning for Remembrance Day and we’ll probably have a brief caucus session. The House Republican Caucus is releasing its proposed budget today with a press conference at noon to give the details. Here are the highlights ... our budget maintains 100% of levy equalization, maintains the 180-day school year, maintains the current all-day kindergarten funding, funds education reform and accountability, and amounts to $580 million more education funding then the Governor’s proposed budget.
I also have an Environment Committee meeting at 1:30 this afternoon. The bills on the agenda include SB 5575 related to biomass energy facilities, SB 4343 related to anaerobic digester emissions, SB 6027 related to industrial wastewater facilities, and SB 6120 children’s safe products. The big stinker bill is SB 6120 which places very high standards on what is used to make children’s products ... it’s also known as the toxic toys bill.
Molly and Tiffany will be here tonight and then we’re going to the Great Wolf Lodge tomorrow with Charles and his family. I also want to thank everyone who’s wished me a happy birthday today.

The House Republican Caucus is releasing its proposed budget today with a press conference at noon to give the details. 2012 Regular Legislative Session Day 28
I spent another weekend in Olympia and haven’t seen God’s Country since January 6th. Tiffany’s volleyball team played in Seattle on Sunday and by the sounds of it, the girls played very well. They ended up taking second in the flight, which means they’ll be moving up to a new flight for the next tournament. Tiffany called me yesterday between games and told me she was playing like a"beast” ... I’m so proud of her!
I’ve got a couple of easy days this week, followed by endless Floor action at the end of the week. We’re scheduled to be on the House Floor Saturday and possibly Sunday too, so it could be a long week. There are a bunch of Republican ladies in town today and I’m going to go over to their function at noon. The Cattlemen are in town today also and the Farm Bureau are in town tomorrow ... it’s always good to see folks from home.
We’ve got calves hitting the ground everyday right now and I can’t wait to finally get home to see all of them. I’m going to have a lot of work to do this spring, but I can’t wait to get started.

2012 Regular Legislative Session Day 17
Wednesday morning in Olympia ... wind and rain. Ok, it’s probably better to described the weather as a monsoon. Ugh! The first meeting of the morning is the State Government and Tribal Affairs Committee and the first bill is HB 2340, which would clarify restrictions on the use of the public records act for commercial or profit-making purposes. This is actually a fairly large issue. Ever wonder why you still get solicitation phone calls after signing up on the do not call list? This is bill tries to address the issue; unfortunately, this is an enforcement issue not an issue that should be addressed through a new law. Seven more bills to go and then we’ll move into an Executive Session to pass bills out of Committee.
One of the bills on the list for Executive Session is HB 2233, which deals with retrocession of civil and criminal jurisdiction to Indian Tribes and Indian Country. As many of you know, I served on the Joint Executive-Legislative Workgroup on Tribal Retrocession last summer and I remain deeply concerned with the ramification of granting retrocession to Indian Tribes. Among those concerns is who has liability post-retrocession, given Indian Tribes have sovereign immunity. We will be introducing several amendments to address our concerns, but doubt the Democrat Majority will accept any of our common sense proposals.
We’re scheduled to be on the House Floor today at 10:00 AM, but I don’t know whether we’ll actually be voting on legislation. I do know we’ll be getting briefed in Caucus on a couple of education issues that should be very interesting to the citizens of Washington. Later today I have a Labor and Workforce Development Committee meeting. Among the bills on the agenda ... HB 2041, by Rep. Fitzgibbon, making the state civil service law and the state collective bargaining law applicable to legislative employees. In other words, UNIONIZING legislative employees. 2012 Regular Legislative Session Day 5
We had a Labor and Workforce Development Committee meeting this morning, but there's not a lot to report on. We Caucused on several bills for Monday's Floor Session, but there's not a lot of controversial bills on the list. I have an Environment Committee meeting this afternoon which should be interesting. There's a SEPA Bill up for hearing that's a complete waste of time ... mostly allowing things already allowed ... so I should have some fun with that.
It sure feels like the Legislature is doing a whole lot of nothing right now. Stay tuned ...

2011 First Special Legislative Session
Day 30 Update 2 - Well we're still here. After a flurry of activity this morning ... passage of 5 bills before lunch ... we're finally back at work debating bill #6 for the day.
It often goes unnoticed, not reported or otherwise outside of the public's eye, but I want everyone to know how hard the House Republican Caucus worked this year. When the other three caucuses were willing to negotiate their various interests away, it was my Caucus that held the line. We stayed united throughout the process, which gave our negotiators the power they needed to negotiate in the best interest of the people of Washington. When none of the other three Caucuses wanted to release a proposed budget to the public, it was my Caucus that proposed a budget that prioritized spending to K-12 education, public health and public safety and didn't rely on onetime funding or budget gimmics to balance. I can't express how proud I am of these folks or how honored I am to be a small part of this team.
We've been on the House Floor almost 22 out of the last 31 hours and we're all getting tired. Never fear, we will fight until the very end.

2011 Legislative Session
Day 88 - We're back on the House Floor this morning to run more bills. The Ways and Means Committee passed the proposed budget out last night on a party line vote. The Republican Caucus presented an alternative budget proposal in committee that failed to get passed. Our proposal was a balanced, sustainable approach that focused on funding K-12 Education, public safety and programs which help the most vulnerable people (elderly, kids and the disabled). The Democrat budget is not sustainable and severely cuts K-12 Education. It looks like we'll debate and vote on the proposed budget on Saturday, which means another weekend in Olympia. It turns out going home last weekend will be the last weekend I'm home until session ends.
On a completely different topic, I received word last night that 7 wolves were seen at Rimrock Lake. I'm still trying to get additional information on the sighting, but I am not surprised. I also received an email today from a lady who indicated she has substantive evidence of wolves on Tiger Mountain.

2011 Legislative Session
Day 87 - We're back on the House Floor this morning after an interesting State Government and Tribal Affairs Committee meeting. We finished on the Floor last night around 10:15 PM and were able to put down several bad bills from consideration. I have a Labor and Workforce Development Committee meeting at noon today and then back on the Floor to consider additional bills. It sounds like we'll have an early day and the House Republican Caucus proposed budget will be announced and released to the public later today. Stay tuned ...
