In the Appropriations Committee today we’re getting briefed on four separate issues that have budgetary impacts. First, OFM is presenting the Governor’s proposed Supplemental Operating Budget. Next is a briefing regarding the Governor’s proposal regarding the purchasing of behavior health services. The third briefing is related to the Governor’s State Health Innovation Plan. The final briefing of the day relates to changes to the Children’s Long-term Impatient Program.

Here are my comments to Governor Inslee’s State of the State Address …

Governor Inslee: The Supreme Court ordered the Legislature to fully fund education and the Legislature has failed to make adequate progress. The court expects immediate concrete action … Governor Inslee agrees.

Response: Governor, the WA State Supreme Court’s order ignores Separation of Powers under the Constitution. The Legislature, not the court, holds the power of the purse.

Governor Inslee: The House passed the Dream Act yesterday and now the Senate must pass the bill.

Response: The Dream Act, the bill that was acted on the first day of session without the benefit of notice, hearing or public comment this year.

Governor Inslee: We must have a Transportation Funding package.

Response: How much is enough? The Legislature should focus on reforming the system, not raising taxes. The Freedom Agenda Team has introduced several bills aimed at saving taxpayers money and reforming the way government operates to the tune of $2.3 billion in savings over ten years.

Governor Inslee: The Senate must pass a Transportation Funding package. It’s time to stop focusing on what we want and start focusing on what the state needs.

Response: Uh, Governor, my constituents don’t want nor need a 13 cent gas tax increase.

Governor Inslee: Governor Inslee calls for an increase to the state’s minimum wage.

Response: Washington already has the highest minimum wage in the nation. Increasing the minimum wage will do nothing to create jobs and ultimately lead to fewer people being employed.

Governor Inslee: We must take additional action to reduce carbon pollution. I am committed to addressing climate change.

Response: How much will this cost? It’s estimated to be as high as $1.09 per gallon of fuel. So on top of the 13 cent gas tax increase, the Governor now wants another $1.09 per gallon of gas? When is enough, enough?

All in all, the Governor’s speech was long in rhetoric and short in content. Climate change, gas tax, minimum wage … we’ve heard all this before. I stand for less government, lower taxes and more freedom … the Governor’s speech represents the complete antithesis of all I believe in.

My first committee meeting of the day is in Government Operations and Elections where we’re considering three bills. House Bill 2105 requires public agencies with governing bodies to post meeting agendas online at least 24 hours in advance of a regular meeting and exempts agencies that do not have websites or that have five or fewer full-time equivalent employees from posting agendas online.

Engrossed House Bill 1279 allows 16- and 17-year-olds to preregister to vote when applying for a driver's license or identicard.

House Bill 2121 requires training for members of a governing body of a public agency on the Open Public Meetings Act; requires training for elected state and local officials and agency public records officers on the Public Records Act; and requires training for elected state and local officials and agency records retention officers on the preservation and destruction of public records.

The Governor’s State of the State Address is scheduled for 12:00 PM today. I’ll be posting a response to the Governor’s statement later today.

Hello friends, it’s been a busy couple of weeks and things are likely to get busier the rest of the month. We rode in the Sunshine Days Parade Saturday in Sunnyside and saw a lot of our supporters. During a conversation with one of them, I was asked about the Governor’s race and who I was supporting. I have to admit that I was a little surprised by the question, but I responded that I will be voting for Rob McKenna and will work very hard to make sure Jay Inslee does not win. If you think things in Olympia are bad now, Jay Inslee would make it all worse.

With that said, I’d like to suggest that the Governor’s race is not the most critical race we’re watching. While the governor does hire agency directors and set policy, which can impact people’s lives, liberty and property, the governor doesn’t make laws, the governor doesn’t decide how much money to spend or where to spend it and the governor doesn’t pass new taxes. If you want to get Washington back on the right track, it’s much more important that we have a majority in the House of Representatives than any one person in the Governor’s Mansion. We need to pick up eight seats and we have a great group of people running across the state. Take a look right here hroc.us/2012-candidates.

If you want to make a difference, pick one or two of these fine individuals and help them. Doorbell, phone bank, contribute, do something to help them win in November. If not now, when? If not us, who? With your help, we can get Washington working again.

2012 First Special Legislative Session Day 5

I just got word that there will be no Floor Action on Monday, so I don't have to go back to Olympia Sunday night. There are a lot of things going on over there right now that do not bode well for a quick and easy resolution to the Supllemental Budget. Yesterday, the Senate Republicans and the three Democrats that voted with them had a Press Conference to announce their latest budget proposal. The Governor was not happy at all and promptly cancelled several bill signings. She then cancelled several more today, but only House Bills. Let me see if I have this right Governor, you're mad at the Senate, but you're only going to sign Senate bills? Hmmm, interesting.

This could be a year of several Special Sessions.

2012 Regular Legislative Session Day 2

Back at it for the second day of session. We're getting ready to listen to the Governor's State of the State address ... should be interesting. The State of the State address has begun and so will my editorial comments ...

"Challenges and opportunities" ... What does that mean Governor? Is the challenge passing an increased tax or is it an opportunity to raise taxes?

"The system isn't broken" ... Really? I don't even know how to respond to this.

"We must, we can and we will come out ahead" ... Not with the current tax and spend mindset in Olympia.

"It's now up to us, over the next 60-days I ask you to do four things:
1. Pass a budget quickly;
2. Pass a $500 million dollar sales tax increase;
3. Pass my school reforms; and
4. Pass a Transportation and Jobs package."
... ok, this one is a little difficult to respond to. I agree we need to pass the budget quickly, but not through a $500 million tax increase or an $.11 gas tax increase and definitely not through maintaining the status quo.

"Wall Street handed us this mess" ... Seriously? I think the ever increasing spending put us into this mess. Let's not forget that Washington State is still projected to receive $1.7 billion more revenue that the 2009-11 budget.

"We've already cut $10.5 billion over the past few years" ... And those are only cuts to what the majority WANTED to spend. To repeat, we're spending $1.7 billion more in this budget then the last.

"We must address our own education gaps" ... wow, the hypocrisy of the statement. Governor, if you want to address education gaps, why are you proposing to cut Levy Equalization?

"Let's create jobs now" ... Agreed! Let's repeal the GMA, let's cut taxes, let's increase local control, and let's pass some real regulatory reform.

"I ask you to pass a $1.50 barrel tax on all oil produced in Washington" ... translation, the Governor wants to increase the cost of gas on all citizens. Wait, we refine oil in Washington, but we don't produce any oil.

"Fight discrimination ... it's time to for marriage equality". Facing a budget crisis, cuts to education and serious unemployment, but the Governor's priority is gay marriage. Enough said.

Now it's my turn. Governor, it's time education get's the first dollar, not the last and it's time to pass some real regulatory reforms to get Washington working again.

We learned this morning that the Governor will call a Special Session of the Legislature, likely starting at the end of November. Last weeks revenue forecast projected a $1.3 billion budget deficit, after only 3 months into the 2011-13 biennial budget. If the state spends approximately $40 million a day, which is does, how much bigger will the deficit be at the end of November? Another $1.3 billion? $1.8 billion? $2.4 billion?

Folks email, call or write the Governor and tell her now if the time to start addressing the budget shortfall and waiting until November is simply irresponsible. If not now, when? If not us, who?

2001 Legislative Session

Days 75, 76 and 77 - As an update to Day 75 (Friday), Rep. Charles Ross and I met with the Governor to pitch a few ideas we have to address funding for K-12 education, public safety and programs for kids and the elderly. After hearing the Governor explain why she can't pursue any of our ideas, we asked her a series of questions. Instead of answering our questions, she simply restated why she can't pursue our ideas. Needless to say, I wasn't satisfied with the Governor's non-responses and spent all day Saturday (Day 76) doing further research into the issues. Amazingly enough what I've found so far provides further support for our ideas. My guess is the Governor hasn't dealt with someone who does their own research and won't blindly accept whatever she says. Hehehe ... Oh crap, Taylor's back!

As I've previously posted, this Session has been really strange. I've never seen this many committee meetings canceled, especially appropriations committees. I think things are lining up to make the last 4 weeks very interesting. I expect to see a lot of bills pulled directly from committees to the floor for debate, circumventing the normal public process. The Senate has already introduced several "Title Only" bills to protect the Democrat Majority's ability to keep their pet issues alive. It should be very interesting.
