Today in the House Appropriations Committee we’re getting briefed on the Department of Corrections, Judicial Agencies and the interaction between the Operating and Capital Budgets. It’s been a busy day, but it’s almost over.
I can’t express how thankful I am for all the email and phone calls I’ve received from everyone in support of the Legislation we’ve introduced as part of the Freedom Agenda. Thank you!

February 4th - 2013 Regular Legislative Session Day 22
I had a great weekend; it just wasn’t long enough. Molly and I were able to get a lot of errands done on Saturday and spent Sunday in Selah watching Tiffany play volleyball. The four-wheeler wasn’t running properly, so I worked on it Saturday afternoon and the guy I’ve got feeding for me was able to finish fixing it on Sunday. All in all, it was a productive weekend.
I started my Monday morning taping a radio segment with Reps Matt Shea and Jason Overstreet. We discussed reducing taxes, indefinite detention and unmanned aerial vehicles … just another episode expounding the virtues of freedom and liberty.
We have a Floor Session scheduled for 10:00 AM this morning and then I have a series of meeting leading up to my 3:30 Appropriation Committee meeting. Just another day in Olympia.

I’m in a Local Government Committee meeting where we’re hearing five bills and will take Executive Action on several bills later in the meeting. The five bills we’re hearing are …
HB 1264 disallows proceeding with a partial merger of a fire protection district when the board of fire district commissioners in either the merging district or the merger district does not approve the partial merger petition. It also modifies provisions governing when an election on the question of a partial merger of a fire protection district is not necessary and the method of naming merged districts with area located in different counties.
HB 1269 amends voting provisions for diking and related districts by modifying the definition of "qualified voter of a special district” and requires legal and governmental entities with voting rights in diking and related districts to register with a diking district in advance of the district's general election.
HB 1274 removes requirements obligating cities and towns to transmit certain adopted budget documents to the Association of Washington Cities and the State Auditor. It authorizes cities and towns to accept credit cards, charge cards, debit cards and other forms of electronic payment for payments of any kind. It also repeals duplicate receipt production and related filing and penalty provisions for county sheriffs.
HB 1360 extends the termination date that qualifying counties have to designate industrial land banks for major industrial activity and to adopt conforming regulations.
HB 1367 authorizes cities and towns to declare by ordinance what is deemed a nuisance within the city or town, which may include "litter" and "potentially dangerous litter" as defined by statute, to abate the nuisance and to recover reimbursement costs for the abatement. It also authorizes cities and towns to have a lien against property to recover costs for abating a nuisance.
Once the Committee Meeting ends, I have to call the Seattle Times regarding HB 1371, WA Firearms Freedom Act, and then heading home for the weekend.

We’re debating House Rules today on the House Floor. The Republican Caucus has put forth four new rules for consideration and debate. It looks like the Democrats have decided to let a couple of their members off the hook. If you live in the 17th or 31st, you might want to ask where your Democrat Representative was today.
The first proposed rule is to require 2/3 vote to pass taxes, as required under Initiative 1185. The voters passed Initiative 1185 by approximately 65% across the state. The House Republicans firmly believe the requirement should be included in the House Rules; unfortunately, the Democrats don’t agree and the proposed rule failed 41-52.
The second proposed rule is to require the adoption of an Education Budget before any other spending occurs. The Washington State Constitution declares education is the paramount duty and the House Republicans agree. Unfortunately, the Democrats don’t and the proposed rule failed 41-52.
The third proposed rule is to allow each Representative to have one bill that receives a House Committee hearing. We all represent approximately 137,000 people and we believe each member should be afforded a hearing on a bill important to the member and the people they represent. The Democrats don’t agree and the proposed rule failed 51-42
The last proposed rule is to prioritize citizen testimony in House Committee hearings over agency personnel and lobbyists. This is the people’s house and their testimony should be given the priority. Amazingly, the Democrats agree and the proposed rule passed 93-0.
