We’re still pushing to get our drone bill out (HB 1771) but these are the days that the time crunch kills bills … call or email your representative and ask them to support HB 1771. 2012 Regular Legislative Session Day 37

We have arrived at the House of Origin cutoff, so today could get interesting. We have an 18 bill run list for the day, but that is always subject to change. There are a few big, crappy bills on the run list and several others that could be run by the Democrat Majority ... it’s going to be a long day.

We started on the House Floor at 9:00 AM, caucused on the run list and at 11:05 started running bills. Only 6 hours left until cutoff.

I also taped a segment for The Impact on TVW for the midway point of session. It’s supposed to air at 7:00 PM. I was a little amped up and was a little aggressive ... let me know what you think.

2012 Regular Legislative Session Day 30

I started my day taping The Impact on TVW. The show is scheduled to air at noon on Thursday and will be able to be viewed on the internet. The topic of the show was elections and redistricting, but I was able to work in a nice little"shot across the bow” about the Democrats ignoring the budget and running a bunch of distraction bills. I also was able to call into KIT this morning. It’s always fun talking with Dave and Lance. If you watch The Impact, let me know what you think.

Today’s going to be a crazy day in Olympia. We are scheduled to debate ESSB 6239, the Gay Marriage bill, at 1:00 PM. According to the schedule we’ll be voting on 4 bills, then breaking for Caucus, going to lunch, and then beginning the debate on gay marriage. There are a lot of constitutional issues associated with the bill, which, thus far, haven’t been addressed. We have seven amendments that attempt to address those issues.

We are officially half way through the 2012 Regular Session.

2012 Regular Legislative Session Day 25

After a 9-1/2 hour General Government Appropriations and Oversight Committee meeting yesterday, I started the day in a General Government Appropriations and Oversight Committee meeting this morning. We’re down to 14 possible bills to take Executive Action on this afternoon in the same committee. It’s another crazy day for me.

We received the new Floor Calendar which is now 4 pages long. I don’t expect a lot of floor action today, but do expect a lot of action next week. Some of the highlights ... some good and some bad:

HB 2232 creating a"Government to Government” relation between State Agencies and Indian Tribes.
HB 2233 creating a process to provide for criminal and civil retrocession to Indian Tribes.
HB 2456 protecting agricultural proprietary information from public disclosure.

I’ll be taping with TVW again next and will post the day and time it will be televised.

2012 Regular Legislative Session Day 18

I spent 30 minutes recording an episode of Inside Olympia this morning, which is scheduled to air at 7:00 PM and 10:00 PM tonight but it may be available earlier on the TVW website. This was a first for me, but I thought it went fairly well. I was able to make it back to the Environment Committee meeting to vote on three bills.

I’m in the State Government and Tribal Affairs Committee right now and HB 2276 will be heard shortly. HB 2276 is a House Republican Caucus priority bill dealing with regulatory reform. Here’s a little factoid ... in 2010, 1,438 new permanent rules were adopted, 2,609 rules were amended, 459 emergency rules were adopted, and 1,154 rules were repealed. How can Washington businesses grow if rules are constantly being changed? HB 2276 addresses the issue.

The bill would ...

- Extends rule moratorium until July 1, 2015 with exceptions and allows rules to be repealed.

- Requires the Governor’s signature on all final rules.

- Requires adoption of rules by December 1st each year and cannot take effect until the end of the next regular Legislative Session.

- Requires agencies to determine whether compliance with a rule will result in an economic impact of $1000 (individual) or $5000 (business). If so, the agency must provide notice and rule cannot be enacted or enforced until passed into law by the Legislature.

- Rules can only be adopted under specific delegated authority from the Legislature.

- Requires all rules and laws to include citation of the express constitutional language that provides specific authority for the provisions.

In my humble opinion, this is a great bill and necessary to jumpstart the economy. It will provide businesses with predictable rules to operate and grow under.
