I’m in the Local Government Committee this morning, where we’re hearing three bills. House Bill 1401 prohibits state agencies, commissions, or governing boards from penalizing jurisdictions during: (1) a period of remand following a finding of noncompliance by the Growth Management Hearings Board (Board) unless a determination of invalidity has been issued; and (2) the pendency of an appeal before the Board or subsequent judicial appeals; makes counties, cities, and towns that have comprehensive plans or development regulations on appeal to the Board and that meet other requirements eligible for state agency grants and loans during the pendency of an appeal to the Board or subsequent judicial appeals; and modifies grant and loan qualifications for counties, cities, and towns seeking financial assistance from the Public Works Assistance Account and for water pollution control facilities.
House Bill 1416 makes numerous changes to provisions governing local improvement districts (LIDs) created by irrigation districts, including: (1) specifying that LID bonds do not constitute a general indebtedness against the issuing irrigation district; (2) authorizing LIDs to be comprised of non-contiguous territory and formed in a neighboring irrigation district; (3) establishing provisions governing what "improvement costs" in an LID must include; and (4) removing an exemption allowing farm, agricultural, and timber lands to be exempt from special benefit assessments of LIDs within irrigation districts.
House Bill 1417 modifies provisions relating to the administration of irrigation districts by increasing dollar thresholds, increasing the number of days within which hearings must be held, and altering procedures for reviewing delinquent assessments and initiating foreclosure; authorizes irrigation districts to approve and condition placement of hydroelectric generation facilities under certain circumstances; and provides that contracts to indemnify against liability for damages caused by the federal government are not enforceable absent express authorization in state law.
We may also take Executive Action on several bills … House Bills 1128, 1264, 1274, and 1360.

2011 Legislative Special Session
Day 7 - Back in the saddle again ... Olympia that is. We were called back for what was to be 4 days of work, but then we found out we'd only be considering 11 bills today and the Ways and Means Committee would be meeting on Thursday. Great use of time by the Democrat Majority ... seriously, 3 hour drive to consider 11 bills. A great use of taxpayers money. I have an idea, the next time we're called back I'll bring one of our bulls with me and release it on the Capital Campus ... I'll pick him up when you let use leave for good. Hehehe ...
I spent the last week trying to get caught up around the house. I finally got the irrigation fixed and turned on for a full 2 days before having to turn it back off to head back to Olympia. Now I'm only 29 days behind schedule. We went out and got a load of hay a week ago, only to get within about a mile from home when the truck caught fire. After getting the fire put out and saving the truck, the hay and the trailer I thought to myself, "well that was fun!"
We supplied calves to the Shootout roping in Ellensburg on Saturday. Based on the feedback from the ropers, the calves ran great and everyone was happy. It could be a big deal for us and might lead to supplying calves to a few more ropings in the future. The calves all came back looking good and were turned back onto the calves on Sunday.
It is quite frustrating to be back in Olympia for a total of 11 bills. The Democrat Majority doesn't need our votes to pass anything, yet they can't get their crap together to actually get anything done. Oh well, things will be different in 2012 when we are back in control.
